CORRUPTION CONTROL:  A POSSIBILITY

by SND

Corruption scandals are innumerable since first people’s movement toppled down the contemporary constitutional monarchy in 1990. The corruption institutionalization started ever since late Koirala regime raised democratic wave distorting the spirit. Negotiation of dealing Lauda jet is one that is the bench mark of huge corruption. Following the corrupt deals, sharing energy and water of Mahakali River left smelling rats. Thereafter, Deuba regime defamed itself in terms of buying parliamentarians to be in majority government. Lately Sudan logistic support handled by Nepal police has already appeared another biggest corruption scandal among corruption scandals.

One of the journalists disclosed that millions of rupees are speculated at the ministry of labor particularly at the desk where work permit for female workers for the gulf countries is issued. This is not only a place where bribe is commonly demanded, there is hardly a place among government institutions where bribe is not demanded. The public psyche is that if you don’t offer anything under the table, your work is certainly lingered for indefinite period. The corruption epidemic has weakened the whole system not including executive body but also to the judicial body as well. Perhaps people might suggest surveillance cameras to be installed at working place however it wouldn’t minimize the corruption. And there is no mechanism to chase every bureaucrat outside from office and office hours. There is no physical solution such as surveillance camera or observation but completely need to discourage all types of corrupt initiatives.

The corruption has a long stretched channel however that begins from a small staff or a group of individuals. When an individual is caught red handed in corruption deal, the lowest ranked staffs are made scapegoat for not veil off the bigger fishes. An individual or a group of people who often carry corruption are always protected from the top level party leaders because they are at least honest to political creed and party affiliation. It is necessary that political parties should shun protection for those corrupt bureaucrats who carry such unethical deals although they show strong political affiliation.

An easy way to handle the corruption: Let’s start to make a voluntarily disclosed property specifications records of each and every bureaucrat including political leader. To begin, first let’s make a complete segmentation of geography where price of the commodity varies. Now we start to make an index of price list of everyday use and potential cost of a family in accordance with contemporary geography. At the same time, let’s measure the purchasing power parity of Nepalese money in the rural, urban and metropolitans markets. Let’s provide that much salary to cover the basic requirements of a bureaucrat to live life sufficiently. Thereafter it would be easy to develop a further mechanism to investigate who earned EXTRA
